The consultation paper invited respondents to answer a number of questions covering key areas including the Universal Service Obligation, pricing, quality and downstream access. The submission made by the CWU can be read here. As part of its preparation for the consultation the Union also produced an information booklet which brings together useful information on postal liberalisation and its effect on the UK market. This has been distributed to key stakeholders including elected representatives (national and European), interest groups and citizens representative bodies. The booklet includes a synopsis of an independent report into the effect that liberalisation has had on the postal sector in the UK since full market opening was introduced. This report found that the USO is under serious threat as, indeed, is the long term future of Royal Mail following full market opening. The full report can be found here.
