As you will be aware since July of this year we have been in discussion with the Company on a number of change proposals. These proposals total approx. 25 in number and have been dealt with by joint sub groups.
At its meeting on the 2nd of October the Telecoms Executive had reports relating to 12 of these proposals (listed below). Following consideration of each proposal it has been agreed by the Executive to begin the process of implementation. In some circumstances the relevant sub group will be involved in the roll out and implementation aspects. I will keep you informed of any further developments,

The attendees at the meeting on 4th October were: CWU: M Scully and J Carney Management: J Culbert and B Walsh Proposal ref Proposal 1.1 UV / Interim Proactive Repair The UV proposal is agreed and is fully in place. Agreement has been reached that the Proactive Repair Unit can be established. This unit currently resides in Service Assurance and there is no agreement on it residing elsewhere. The sequence of actions, which will now occur, is that, the names of the staff will be provided to the Union, the Union will conduct its internal communications and Management will proceed with full implementation in week commencing 8th October. 1.3.1 BPSS Audit Right Sizing Distribution Agreement has been reached in principle. The proposal from management stated that a review had been completed. The Union require a copy of this review or a document indicating that the work unit can function with six people. This document will be reviewed by M Scully and J Carney (CWU) and they will revert within a few days of receipt of the document to Management to implement. Selection of the staff will be by interview.
1.3.2 BPSS CPI cease of centralised function The proposal is agreed and
1.3.3 BPSS System Admin The proposal is agreed. Four people will be displaced and this has been determined on the basis of function and skill. Management will communicate with the four staff. One opportunity has been identified for one of the staff and this will now be implemented. 1.3.5 Core Facilities Agreement has been reached in principle. Two persons will be displaced. An opportunity has been identified for one person. Implementation of the displacement of two persons (including selection) will be discussed and agreed with Jim Browne CWU.
1.3.6 Facilities - Switch The proposal is agreed. Implementation will commence and the opportunity search for the three staff in Drogheda will commence immediately.
1.3.8 Network Engineering: Internal Build Span of Control The reduction of eight CTM's is agreed. The Union's position is that the sub group must meet to agree the deselection of the one CTM to be displaced
1.3.11 Strategy and Change The proposal is agreed The five staff will be offered the opportunity of expressing interest in opportunities identified in CNS
2.1 IT Network System Group Agreement in principle reached The implementation details will be agreed with Jim Browne CWU
2.2 IT Field services Agreement has been reached. The implementation details involving migration of the displaced staff to NGN work has been agreed with Jim Browne CWU
3.1 Warehousing and Distribution Agreement has been reached. The selection process and communication of it will commence in week commencing 8th October 07 Implementation of the changes will require on-going review by the focus group to ensure the feasibility of implementing the changes is proven. This group will, as part of that, examine the• opportunities for contractor displacement. |
