I attach for your information a detailed document agreed by the Executive Council in relation to a T.V. Licence Pilot Incentive Scheme. The principle points of the scheme area as follows: A Bonus will be paid to CWU TV Licence staff when 1,063,000 licences are sold. This is 5,000 below the target figure set by the Department of Communications. Achievement of this figure will provide a pool of €100,000 to share. Each additional licence sold in excess of 1,063,000 will have €10 added. For each licence sold over and above 1,068,000 an amount of €20 will be added to the fund. In giving consideration to this matter the Executive is conscious of the importance of maintaining such core Post Office work for our members working in the T.V. Licence area. Furthermore, that the difficult targets set by the Department for An Post have already been determined for this year. The incentive scheme while assisting in protecting the business also afford staff the opportunity of gaining Ordinarily, preference would be given to having this scheme considered by our members concerned. However, any delay at this stage of the contractual year would seriously diminish the choices for staff. Consequently it will operate as a pilot with the Union reviewing its operation and will seek the views and input of staff I would therefore ask that this circular is brought to the attention of our members concerned and that the scheme is positively supported.
