I attach a Labour Relations Commission proposal in respect of Revised Working Arrangements for Ancillary Staff in the Provinces.

Having given careful consideration to these I am please to advise you that the National Executive Council are recommending their acceptance to our members concerned.  Arrangements for the ballot are currently being made and branches will be advised separately.

The key points of the LRC proposal are as follows:

  • Ancillary Staff (Cleaners/Patrols) employed in Collection & Delivery / Retail areas are to be encompassed by the Collection & Delivery Work Practice Change Agreement.
  • Ancillary Staff in the provincial Mails Centres will remain in existing and any future Mails Processing Agreements.
  • The Work Standards previously agreed for Dublin Staff will apply in the provincial areas.
  • Staff will be required to give full co-operation with new equipment, waste management and work redesign.
  • Staffing will be based on current cleaning requirements.
  • Changes in staffing associated with Office Conversion Rationalisation of Offices etc will be dealt with through the agreed procedures using the agreed standards.
  • Underscheduling arising from the introduction of change to be offset by Postal Operative Work.

Pay

  • Mails Processing already in receipt of 6% and will remain in future Mails Processing Agreements.
  • Staff in C & D Areas to be paid C & D Allowance i.e. phase 1 from 16th January 2006, Phase 2 15th January 2007
  • Weekly Acting Allowance of €14.85
